Colonial Government, after consultation with me,
estimate maximum number of men absent on guard duties at
any time would be about 200. Only possible to give
rough estimate which is based on number of British ships
with Chinese crews entering or leaving Hong Kong for
Singapore, Shanghai and intermediate ports, and includes
C.P.R. guards already arranged. Owners not consulted,
consultation would not help unless they could be told
whether any charge would be made for guards.
